The National Research Council conducts a Research Associateship Program in cooperation with sponsoring federal laboratories and research organizations approved for participation. The Naval Research Laboratory (NRL) is one of the sponsoring laboratories.
The objectives of the program are (1) to provide postdoctoral scientists and engineers of unusual promise and ability opportunities for research on problems, largely of their own choice, that are compatible with the interests of the laboratories and (2) to contribute to the overall effort thereby of the federal laboratories.
For the 2000 program year, an estimated 1300 applications were expected for the nearly 350 new awards in the Associateship Programs.
Research Associateships are awarded to persons who have held the doctorate for less than five years at the time of the award and, at NRL, are open to citizens of the United States only.
An adviser (scientist or engineer at NRL) is the person with whom an Associate works most closely. The adviser acts as a surrogate of the NRC in monitoring the Associate.
Each applicant must submit a research proposal that relates to a specific research opportunity at NRL. A proposal must be the original work of an applicant and be approved by an adviser listed with the opportunity. Each applicant's proposal must be approved by one of the Advisers and endorsed by the Program Committee of NRL to be eligible for an award. Since the final evaluation of applications is conducted by special panels appointed by the NRC, endorsement of an application by the Program Committee does not guarantee an award.
Evaluations for NRL Associateships are conducted in February, June, and October. To be eligible for review in February, completed application materials must be postmarked no later than 15 January, and received by the Associateship Programs office no later than 25 January. Supporting documents must be received by 15 February. For the June review, the deadlines are 15 April, 25 April and 1 June. For the October review, the deadlines are 15 August, 25 August, and 1 October.
